Oregon bill for an act house bill 2877 car's older then 20 years

Oregon state lawmakers are looking to pass a bill to enact a tax against people who have cars registered in there name that are more then 20 years old will have to pay an impact tax of $1000 every 5 years of ownership. Special interest vehicles excluded. House bill 2877 the tax would be effective 91 days after the adjournment of session. I have attached a copy of the first part.
