Here is the bottom line.
If you plan to resell it in the future after you have fun with it and change a few things, be willing to take a loss and be willing to sit on it for awhile (like the current owner has done) because frankly, these cars aren't easy sellers, especially for say the 9 grand he is asking............
These are fun and great cars to drive, look at it for what it is, it is definitely not an investment.
You would have to find the ''right'' buyer like the owner is doing to even recoup your investment, which you can easily add another 2 grant to the cost of the car if you could get it for 4 grand.
The .060 over 360 ( i would want machine shop specs and a sonic check sheet for the block) and the ''saginaw'' trans with the traction bars say to me this is a Chevy guy who doesn't know these cars and what their worth is ''fixed up''.
I intend nothing bad towards the seller, or you for that matter, but we all make mistakes and build the wrong car and personalize it to OUR tastes, not what the market or fanatics of the brand generally go for and pay good money for.
Great idea to have your friend go and help inspect the car with you to see if the body is sound..............

On a personal note, i like the post '73 a-bodies and i think this would be a great car to drive and have fun with, if the condition is as good as it looks.
Cosmetics aren't a big deal, it's just time and a bit of money.
And you can't put a price on that.
