My guess - If that car was sold new in Europe, it would have required the orange / red taillights. If it were sold new in North America, it would have had the all red taillights. Somehow, you have one of each. I met some German VW restorers, in Germany in the early '80's. I have a pretty good knowledge of these cars. They were telling me that , they were always on the look out, for North American taillights, for their restorations, as they preferred the all red, to the orange / red taillights of the European cars.
