Sanding under hood on front fender

I am finishing up my first fender and i need to sand where the fender goes down and bolts on just under the hood. Was wondering what is the easiest way to get at it. The palm sander or oscillating sander is to large and i really was hoping not to have to sand by hand.

Now im not meaning where i have the filler but the two step lip just above that. Its the only thing left on that fendr before i prime it.

Yea, i was afraid of that. Im just dont like sanding but i guess i have no choice. My hats off to all those that work in a body shop. I couldnt do it every day!

My fenders were not mint, but very decent. I took them to local do it yourself blaster, got the correct media, and pressure and my son and i blasted both fenders and the diffy housing. Took it home and saw what i had to work with. The undercoat below that lip is a bear to get off by hand. lol
