Sounds like Obama's "Cash for Clunkers" program. ANY vehicle turned in for that was destroyed, regardless of condition. One of the reasons the used parts/cars market prices skyrocketed so bad.

Luckily in ME all you need is a Bill of Sale to register a pre-94 vehicle.
