Carter Carb 4249s question

Dear Folks,
I bought a used Carter 4249s AFB carb through e-bay.
Upon disassembly I had to find out that the secondaries air valve is MISSING, which I always found in other Carter AFB's and Eddies.
Was the 4249s carb originally delivered from Carter's this way, OR.....was it omitted by one of the owners before while rebuilding/tuning?
