1969 Dart coded for AC, but not there

I have a new 69 Dart project I am working on. The fender tag has H51 on it which is for Air Conditioning. But there is no evidence that the car ever had it installed?? I don't really mind, and obviously have no parts for it, was just curious if anyone else has seen a similar situation??
 
No, all numbers match the vin. The core support, rear trunk rail, etc.

As for the firewall, I have never paid attention to the a body variations. I don't see where it was ever anything but a heated car.
 
My 67 barracuda is the same. Tagged for a/c But has heat only dash and firewall but had a compressor and condenser and that was it. and I was the second owner. It's weird.

Most of the A/C was dealer installed, original purchaser more than likely chose to just take the car the way it was delivered to the dealer.
 
H51 on the tag would mean AC installed at the factory.

Dealerships did have AC kits that they could add if a customer requested it, but that would not be coded on the tag.
 
My 65 Dart wagon was not coded for AC but since I installed an AC firewall it will have factory air.
 
Post a picture of the firewall . Mainly the passenger side. That will tell the rest of the story. Back in the 60's and 70's it was common for the dealer to install "Dealer add on" A/C. It wasn't like now days where everything comes with A/C. But it would not be on the data plate.
 
If it ever had A/C, then there should be holes in the firewall for the evaporator lines/tubes....
 
Can you post a photo of the tag? M21 can look like H51 depending on paint thickness / rust, scale, etc. as another possibility.

Actually I would not have been too surprised if it WAS a mistaken code. There has been documented cases of VIN "eff ups" so why not?
