Best way to restore air cleaner

20170626_093408.jpg I have an old air cleaner that I need to restore and have no idea what I'm doing. Sandblast it, sanding, strippers, miracle product? I'm thinking sandblasting would be the easiest and most consistent.

After I get the cleaning accomplished, what do I need to do to get paint to stick for a good long time? Any sealers or just prime and paint?
