Steel wool?

How do I clean these up?

You know what might help - stove top cleaner -- it's for ceramics.... I think you're only going to get them just so far though - the coating looks to be burned/baked through - I can see 000 steel wool and liquid soap having some effect, but short of sending them out to be recoated, you're probably looking at wrapping them or painting them.
 
I'd be using medium or slightly coarser steel wool with a chrome polish, or Brasso, some sort of aggressive polish and start out with light hand pressure and progressively lay into it, doubtful you will dig into the steel, if that works then go to a finer polish w/fine steel wool. Gotta break through that hard baked layer first and get to the metal to then polish. Your hand and arm will fall off trying to lightly polish through that otherwise
 
They look like chrome plated tti's. Mine looked like that, I used SOS pads (like brillo) and then chrome polish, but it didn't do much. I painted them with hi temp silver paint from about 8 inches from the port down, but now I notice some of it is peeling off.
