A couple years ago I purchased a repo center console and it was junk. Are these restoreable?

In most cases repairing the pitting and replating pot metal costs as much or more than new reproduction parts. These console top plates are reproduced.
 
Depends on if you want it looking good and shiny or brand new. If I was going to attempt that I'd hit the chrome with some comet and steel wool. Then I'd use a polishing compound and a buffer on a drill to buff and polish the chrome back out. Sand the top plate portion and then repaint argent silver and black.

For the bottom part of the console I would clean it really well with a scotch bright pad and then hit it with some wax and grease remover. Then spray SEM plastic adhesion on it and then hit it with a ton of light coats of SEM Landau black Color Coat. That'll make the black plastic look factory again. Looks dyed, not painted when you're done.

That'll get it looking presentable at least.

Here is mine that I painted 1965 Mopar medium blue from a black console. SEM prep stuff is great prior to painting with vinyl paint.
