I don't know what "splines" refers to. I'll guess, Contact pins on the circuit board?
There are only 2 types of instrument panel,,, standard w/square speedometer and rally w/round speedometer. Standard are more common and typical to a lot of models so a good used ( any part of or complete ) should be easy enough to find.
