Black "Paint" On Repopped Panels

I got my AMD tail light panel for my Duster today. I imagine the black coating is paintable, but what is it?
 
In other words its a rust preventer. Do not take it off. Scuff it with a red scuff pad or 400 grit sand paper. Clean with a good wax & grease remover & your good to go. Any place that you take it down to the bare metal you will have to seal.
 
It should be e-coat. Make sure first by wiping with lacquer thinner. If the black transfers to the rag, it is not e-coat.
 
Clean,scuff,clean,prime,scuff,clean then paint.
 
What country is the panel from? I've seen Chinesium "stainless steel" that's just cast iron with silver paint on it.
Manufacturer?
 
Ok, I'll check to see if it's e-coat.
It's an AMD panel. (In the first line of my first post ;-) )
Can it be welded?
