I got my AMD tail light panel for my Duster today. I imagine the black coating is paintable, but what is it?

In other words its a rust preventer. Do not take it off. Scuff it with a red scuff pad or 400 grit sand paper. Clean with a good wax & grease remover & your good to go. Any place that you take it down to the bare metal you will have to seal.
It should be e-coat. Make sure first by wiping with lacquer thinner. If the black transfers to the rag, it is not e-coat.
Clean,scuff,clean,prime,scuff,clean then paint.
A non sanding epoxy primer could also be employed.

Exactly. Some of it just looks like e-coat.
Ok, I'll check to see if it's e-coat.

It should be removed for a structural weld. Have I welded through it? Yes.
