side cutters is all I ever used. Also, if it's a typical open "coil" design, either slip some small fuel hose over it, or a long length of heat shrink, you can "lightly" lube it and it keeps out moisture/ rust
Hey that's my trick on the vacuum hose over the cable.:D
One of those rubber vacuum port plugs makes a nice boot for the end also.
Just put a small hole in the end of it for the wire to pass through and you have a nice sealed choke cable.
I like my Mototool for cutting those coiled housings but as you say, getting in between the coils with cutters works also.
The main point as I am sure you know already is to get a clean cut that doesn't interfere with the inner wire.
One can also dress the end with most any grinder, but if done the cable housing should be flushed out to get the grinding particles out.
Personally I feel the manual choke with the manually settable high idle is hard to beat.
Out of simplicity for just in case the Wife needed or wanted to drive it, I went with a nicely adjusted electric this time around. (but she won't drive it anyway):D
