Yes, Quite Sure. Wired brushed the paint bubbles, and the holes were underneath. The rest of the car is excellent....just this spot. Pretty much dismantled at this point with no rust any where else or suspected rust issues. Before I bought the car.....from Az., I looked it over pretty good, and thought the paint bubbles would insure rust underneath. Looking for the small patch rather than waste a rear quarter panel patch. Thanks for the response. Might look strange due to my old camera, but thanks for the response. Old Dart 66
