Does anyone have a picture of the tool for above lock ring??? Thanks
 
A small Ball pein hammer and a screwdriver. Penetrating oil soak if rusty. Blow the area off to keep rust, sand, and dirt from falling in. Tap the ring on the lug to get it started. skip to the other side lug and keep working yourself around. Try to save and reuse the old ring. The new re-popped rings are thinner and don't clamp well.

----------THJIS IS TRUE!!!!!!!!!!!! A blunt nosed flat punch would be the only thing I`d change .
 
If it gets damaged, do not use the aftermarket ones they leak. Mopar Mitch has some NOS ones for sale.

Another good tool choice Bob. The new tool linked above looks cool but I bet you will still have to use a hammer to break it loose and rotate it. Depending on how long the ring has been on the op's tank, it will probably be locked on and rusted in.
