A little work but as an alternative to vice grips maybe use a doaner deep well socket. Modify the drive end for needed drill size/sizes and weld an arm on it to control the lug spin.

You can maybe also get a box wrench on it to keep from spinning for drilling, if angle does not allow, use open end.
