Top Dust Boot snaps on over the top when the top is down from outside the car on the snaps that are visible when the top is up.
The Well Liner remains snapped in place when the top is in the down OR up position
The water drainage is handled by the metal rail around the the lip where the well liner snaps are located as I recall.
