I suppose there could be a fault with the pressure control valve in the back of the pump. I've seen some blow the high pressure hose apart yet the fault was inside the steering gear ( rack and pinion ).
There were a few different brand pumps attached to the same steering gears. What pump doesn't run clockwise?
