Hub-centric wheels do not fit

I swear I have combed the forum before posting this so if i missed it don't beat me up too bad haha. I bought a set of wheelvintiques sbp rallye wheels off of a guy on Craigslist, he said he had them on a 1972 scamp. I have a 1971 scamp so I figured they would fit my car no problem, but when I went to put the front wheels on they did not fit the hubs! They are about a quarter inch or so from fitting flush, so my question is can I just use wheel spacers or do I have to have the center bored out? I live in the middle of nowhere and would definitely have to travel to have it done. Thanks
 
I don't know if this applies to an A drum.
I remember a drum brake Fury having fins on the drum that wouldn't let an aftermarket wheel fit flush.
The stock wheels were slightly dished so it bolted up properly.
If that's your issue, maybe you could have the face of the drum machined for clearance.

No fins on the drum. it's just tight on the hub itself. The first time I tried to put the wheel on I had to beat the wheel back off with a rubber mallet
 
Any chance someone put the '73- drums and knuckles on?
I have had experience trying to put -'72 magnums on a '73 Challenger, they wouldn't work 'cause the bearings and hub got bulkier in '73 and the magnum centers changed too.
On second thought probably wouldn't apply to any wheel but a magnum, oh well!

I guess that is a possibility. I'm not really sure how I would tell.
