The one is switched and the other is unswitched. The small relay in the picture feeds the unswitched fuse box. Power comes from the 30 amp circuit breaker in the engine compartment and goes to the unswitched' fuse box and to the common.terminal of the relay. When the coil of the relay is triggered by the ignition switch it connects the common to the normally open contact of the relay feeding the unswitched fuse block.
