Yes, fan controllers normally have a connection to the clutch on the ac compressor, so the fan runs when ever the AC compressor is engaged,
You are correct, you may not need the fan to cool the evaporator at highway speeds, but for the sake of simplicity, have the fan on when the compressor is running.
