How do you clean/remove rust on the inside of chrome bumper?

Muriatic acid from the local hardware store will take ALL the rust off right NOW without waiting, but won't hurt the steel or chrome.
It doesn't "convert" or any of that, but eats rust down to clean steel.

Having my rig truck always next to buildings on construction sites, I always inquired when masons were going to power wash bricks. They use a mix of muratic and water, that I did not want overspraying on my truck.

All their spray rigs the paint was fine, but every trucks chrome bumpers was rusted to ****.
