What Pista said - graphite is the preferred lubricant for the cables. I would go sparingly where the cables enter the servo unit as well as at the speedometer head. You could swap a regular speedometer cable from the transmission to the speedometer which will eliminate any issues with the servo/vacuum/electrical part and determine if your speedometer is still jumping around.
