727 Won't hold 1st

I have a torquflite 727 that will not hold first or kickdown. It shifts out of 1st way too early (like 3k or 3.5k at WOT). Then it will shift into 3rd around 4.5K at WOT.
The kickdown is nonexistent, I've adjusted it to the point that it it starts pulling the throttle back and still doesn't kickdown.
Here's the part that I'm really confused about...
I can shift it into all positions, P through 1. They all act as they should until you get to "2". "3" acts like its should, "2" acts like 3 should and then "1" acts like 2 should. I've checked the shift linkage on the transmission and it is indeed reaching all positions. I thought maybe something went wrong with the governor but I'm not sure. Help please.
 
Your going the wrong way, take some time and watch

Ok so I either have a bad throttle/kickdown valve or the governor valve is giving too much pressure? Also, how do the valves relate to shifter position? Could a bad valve also explaine why the transmission shifts out of 1st even when in shifter position "1"?

most likely gov stuck, valve stuck, gov will force it to shift regardless of holding it in low.

Ok, that's kind what I was thinking but I wanted a second opinion before I pulled the trigger opening up the trany
 
What rear gears are you running, and what rear gears is the governor set up for?
If they are not the same, then the Governor will need to be adjusted with new springs and/or weights to get the KD mechanism back into it's working range.
Have you installed a shift kit? With a higher pressure TP spring.? That also has to be factored in.

I have not put a shift kit in but one of the previous owners had something done to it in the 90s or 80s, I have a receipt for some transmission overhaul. But i have no idea what was done.
