The fuel neck opening around the fuel nozzle should allow air to pass easily, so it should not be a venting issue.

Modern pump flow on full trigger can be too fast for older filler necks though.

thanks, it definitely wasn't a flow issue, I was going slow and the tank was full (at least the neck was full). any thoughts on checking for proper venting? Spec seems to indicate a non-vented cap and the tank I look for sale for this era say 'no vent tubes', could all that be part of it? i was thinking of 'filling' it up, then siphoning it out to see what I get and going from there. any other suggestions? My gauge doesn't work so I might have to pull the tank anyway.
