I got mid 30's mpg with a 64 Barracuda. 170 cu in Souped up, head milled, 2 1/4 in exhaust, 2 barrel carb, electronic ignition, MP cam, 4 spd O/D.

Down hill, tail wind, engine off, and air shocks maxed out for extra down hill angle.

Not hardly, emission requirements are much different today, as well as safety
requirements and most important consumer preferences. You probably have not noticed, but SUV's and light trucks sell today, 70's MOPAR A bodies are not either of those.
 
Emission requirements and safety would only be second to all of the do dads everyone wants now. Hell most of them want the car to drive itself so they can play on their smartphone.
