The plan is to NOT create a proper foundation as that leads to a permanent building and extra taxes. So the concrete block will be laid in the ground and where there is 2 stacked on top (to level the block with the ground) we will liquid nail it to each other. We will then liquid nail a 2 × 8 to the top of the block to attach the pallets that will create the walls.
