Every state is different. There is no universal answer. He needs to do some investigating in Indiana. California and Ohio rules don't apply here. Is Indiana a bill of sale state?
Last car I bought was from Nebraska, a bill of sale state, and I sweated bullets until I actually had my new Ohio title in hand because Ohio is VERY anal about this stuff.
Another thought.....give the VIN to your insurance agent to get a Quote. Maybe something would pop up?
