Do I need a stat with a PWM controlled E-pump?

Davis-Craig electric pump didnt need a thermostat as it was PWM controlled by a thermo switch. Im running a Mezier electric pump and want to do the same: PWM speed control of the pump and run no stat. I have a fabbed LA sheet metal intake with no stat provision (TB interference), only 2 Russell 12 AN 90 water outlets at the front corners to radiator.
 
Great question... Gutted my stat ,to make a restrictor, and currently using the adjustable electric fan controller, to keep it safe.
 
The fan controller would regulate the fan but the water pump controller would regulate the flow. No flow for start and warm up, then it would duty cycle on and off to keep 190 or whatever its set for, no restriction in loop.
