I usually cut the carpet so it goes over the pinch weld, however that can cause fitment issues with the sill plates some times. Cut it long and test fit the plates; you will probably need to do this several times until you get it right. Bottom line is that you want the carpet under the sill plates and not be able to get pulled down outside of the plates.
