working on a 68 cuda vert, replaced the relay for horns just to be sure, got them working but only if I unplug the wire under the horn button and touch it to steering column shaft, is this a ground wire?
That is the horn switch wire. The horn button grounds that wire to operate the relay and thereby the horns. If grounding that wire operates the horns, then everything else is OK and your trouble is right there in the switch.

Frankly from the rust I see in that photo, not a bit surprised it does not work LOL
Your problem is most likely the brass ring on the underside of the steering wheel. Rub it down with some #000 steel wool and put some dialetric grease on it. Do not remove the ring from the steering wheel, its not necessary and the rubber insulator usually falls apart if you do.
