1964 Dart Wiper Switch working "weird"

Hi fella's, I am getting close completing re-wiring the dart. I was validating my back up lamps on found some weirdness I was wondering if anyone has encountered. The back up lamps are powered by a 30 amp breaker from the wiper switch. With the switch in the full "off" position (counter clock wise) the back up lamps do not work. With the switch a few degrees clockwise the back up lamps will actually blink, and you can hear the breaker dithering. A few more degrees (wipers still off) then everything acts normally.
The new PDC from American Autowire has a 10 amp fuse feeding the wiper. Any thoughts on eliminating the suspicious breaker, and upping the fuse amperage to accommodate the back up lamps?
