If this is on a 68 it is likely not the original engine. Breather cap and valve cover style indicate that as well.

I would remove it, and give it a try, may not need it being in Florida/tenn. area? This item may be for a colder climate location?

It isn't currently bolted down where is should be. Was originally bolted at/along with coil bracket.
The electric choke heater was only assist to open the choke a little faster in order to satisfy EPA. The same old heat activated choke coil should serve just fine. Toss that POS controller in the trash. It's probably dead anyway. They weren't sealed water tight so odds are its corroded all to hell inside today.

I like to use them cuz if/when the work they cut the power to the choke heater so maybe it lasts a while longer.
They have a set of points inside that you can dress if you need to and a preload adjuster so you can fudge the timer. But like said, in Florida you might not/probably won't need it.

Yup, as others have said it’s a choke heater on ‘73 and up engine. If you’re upgrading to a carb with an electric choke, you can use that 12V source to power the choke.
