Original engine colors??????

No pics then there is no proof. I still say it was either an older block or beat to hell blue. It’s mistaken all the time like that. So is the red. When that’s all neat to hell it looks orange.

Here’s a pic of my 1969 Dart Swinger built April 22nd .. the previous owner told me he rattle caned the valve covers etc and told me the block has always been “RED”

Not the best pic but NO sign of blue at all

I can tell you this... I have been in the car business since the mid 80s and have seen things like Dodges come in with plymouth grills because the factory was short on the Dodge grill... and so forth... I hardly believe that in 1969 the factories were so strictly regulated that they wouldnt use what ever paint they had on hand due to supply or timing.
If the 69 Engines needed to get done and all they had was some left over 68 red ...they painted it red.... Or maybe the decision to go Turquoise hadnt been made till a few weeks into production Mopar was not going to repaint the already produced engines.
We just got the new 2019 Acura RDX with Apple Carplay and Android Auto. Guess what ? No Android Auto ! had a compatability problem.... No one told us ! I spent 45 mins trying to get an Android to work ! It will be out soon...
Things are still fluid in the factory.
Cars get delivered with stop sales because of a component issue. Then they ship to updated component and we install it here. The production line must keep moving.

69 Dart Swinger 340 4 spd I just got a couple days ago. They said it was all original and Vin# does match block which has a 68 casting date. It has been restored so who knows.

I was wondering about the month... I can easily see engines being completed and painted before the new color change came into effect. Or extra 68 engines being used for the first run of 69 cars.
What was the build month of your car ?

The fender tag decodes to Dec 13th. The front of the engine decodes to Friday Dec 20th 1968.

I reread your first post and missed the "restored " part... I am sure they went Orange because they liked the color.
