I expect they all have at least some surface rust. I think any chrome on the inside was just whatever stuck. Mine were extreme rust (like most of the car) Had to replace the bolts. They were gone along with part of the inner structure. I'm sure there are some out there with minimal rust. The ones I got with the front bumper from Arizona looked great.
