The way it reads to me suggests that nobody is exempt, not even pre 76 vehicles.

95 decibel limit, "any licensed vehicle" an officer can issue you a ticket, ($1000) non refundable. My 72 dart had emission components on it, if I had to get an inspection because of an infraction, it wouldn't pass.

The claim is that pre 76 didn't have emissions requirements, I'm not sure that would excuse me for the missing emission components, and relieve me of the $1000 fine.

I knew this was just a matter of time due to overly loud cars and bikes.
 
If you get the ticket, the vehicle inspection is for the entire car or motorcycle, must be %100 in compliance with California law.

You're not allowed to do many things to your car. All that is allowed is minor things such as wheels can be changed, and tinted windows, on post 1975 cars.

But in until then, I need to choose a muffler system that is close to what a stock dual system sounds like. I'll push the limits some but don't want to get my balls caught on the fence when I hop over.

I was born and raised in CA, lived there for 42 years . All i can say is you all keep electing the same psycho politicians. Pack up and move or fight like hell to protect the last shreads of sence that remain in the state.

The part of the law that covers exhaust noise isn’t new. Nothing changed regarding the sound limits or modifications to the exhaust, that law has been around forever. If you haven’t been ticketed for your exhaust before, it’s no more likely that you’ll get ticketed now. The only part of the law that IS new is the immediate fine instead of your standard issue fix it ticket. While the fine is ridiculously expensive, getting your car cleared afterward isn’t any different. Meaning, if you’ve got a pre-smog car it’s still exempt from smog laws. You just have to come in under 95 decibels and not have any cut outs.

And then there’s the reality of the situation - most police officers don’t carry decibel meters. If you get a noise violation, it’s because you were being a complete jackass. Most of the cops I know have Harley’s; they’ve got muscle cars, they’ve got giant 4wd trucks with performance exhausts. They’re not going create a giant paperwork headache for themselves unless they’re positive you’re over 95 dB’s, which means if you get that ticket it’s because you’re WAY over. And even then, you probably got pulled over for something else and failed the “attitude test” on top of that. So, don’t be a jackass, don’t run open pipes, and you won’t get that ticket.

Exactly right ! Unfortunately, Kalifornia is far from a no-jackass zone. The Harley beards have been getting away with open exhaust waaay too long IMO. The Mustakes seem to be pretty loud too. There's a chucklehead down the street from me that has a '18 Silverado that's louder than my Dart with a 1/3 of the motor in it. Just blatant.
It's fun see a new breed of car guys getting involved, but they're not as careful as us old folk were at their age. The envelope has been pushed, and that's all the excuse the cali lib's need to rain on our parade.

Meaning, a loud exhaust won't get you in front of the referee, yes, that's what they're called. I'd never heard of that until today. If they can drag you in front of the referee, why won't it cost the same $1000 ?

I think this will play out pretty quickly, I hope.

It's pretty hard to argue against this, when the cause, so they say, is because of the youngsters doing fast and furious type stuff by shutting down intersections doing doughnuts, street racing and the fatalities because of it.

Their goal is to not only get the loud exhaust off the street, but to also get the owners for any other mods that aren't legal.

I don't know how this is going to play out, time will tell.

Until then, any recommendations to a set of mufflers with good sound that won't get the PO POs attention?

Whine and moan about all the loud Harley’s, Mustangs, your neighbors, the tuner kids- everybody but you of course. And then blame the “libs” for passing a law to address a problem that you’ve been complaining about for years, because now you’re worried it might affect you. Can’t have your cake and eat it too. Either stop complaining about everyone else's loud exhaust or don't be surprised when you have comply with a new law too.

Love the YouTube clip as “evidence”. Everything on the internet must be true right? Except that's clearly a fake traffic stop, and they got the law wrong to boot. Just some BS to drum up support for that guys webpage.

As for the $1,000 fine? Also exaggerated. Yes, it can be that much. But, "According to the Judicial Council of California’s Uniform Bail and Penalty Schedules for 2019, the suggested base fine/fee for a first conviction is $25 with a total fee of $193." That's a long way from $1k.

Complain if you want, but at least get your facts straight first.

The pre-76 cars are not exempt from the exhaust noise law. They weren’t before, they aren't now.

Because of that, they won’t be exempt from the fine. But, they are exempt from smog. You will still have to go to a referee for the sound test to verify that your exhaust is noise compliant to demonstrate you fixed the car, but that's it.

Vehicle Exhaust Noise Level Certification

The testing protocol is kind of hard to come by, but it's supposed to be conducted at 3/4 of the max rated engine speed at a steady state. So, if your engine had a max RPM of 6k rpm, the test would be conducted at 4k rpm. Not WOT, and not revving the engine, but a constant 4k. And that would have to be the factory max rated engine speed, not necessarily what your engine can spin now. The rest of the details of the test are hard to get, SAE sells the procedure documents for like 80 bucks and only certain BAR stations have it. There will be specified distances for the meter from the tail pipe, how long the test has to be, what meter to use and how it has to be calibrated, etc.

There are tons of articles out there that give decibel ratings for different mufflers. Problem is none of them are tested to the SAE spec, so, really not that helpful. The dB rating at the tail pipe and 30 ft away from the tail pipe will be very different. Best advice is to have a full exhaust system that goes all the way out to the back of the car and use something other than race bullets for mufflers. And try not to be a jackass and get pulled over for something else, because unless you're making people's ears bleed this is probably going to be a ticket that gets tacked on top of the offense that you were pulled over for. Ie, you were speeding, got pulled over, and got tagged with an excessive noise ticket on top of that.

Borla claims to test their mufflers to the SAE spec, which is kinda interesting because they're pretty loud...
What procedure or formula do you use to determine the perfect muffler sound?
 
I don't live in California and spent most of my life hoping it would break off and fall into the ocean (sadly, that didn't occur before it spread it's liberal progressive hippie douche cancer to Colorado Utah and Idaho), but I could be wrong when I say I've never seen CA city and state government pass on a chance to **** the the little guy over some money.
 
AMG's have electric cutouts and they get pretty loud WOT. Same as R8's and a plethora of ultra new supercars. When do they measure the db's? At WOT or idle? Even a short headered exhaust can sound pretty docile just above idle.

That was exactly my point. These guys (like the neighbor I mentioned) do this sort of thing and are in the loud peddle every chance they get.

As for the thin-skinned reactionaries out there... My Dart idles at 88db measured at 1 meter, and I DON"T drive like a jackass.

lol, yeah you're correct. Those metric plastic cars with their boom can mufflers.

I just want to avoid getting caught in this trap, the more you know.

This is also a cash grab - because California is broke. And in many areas there are few police who are over stretched, who have a hard time dealing with real crime. So if you get pulled over (probably for something else) and are a jerk - well

And to further agree, that last local car show the on-duty patrol followed a decently loud car to the show and hung out and talked to people about their cars.

My reply wasn't directed at you at all. It's human nature to read a flashy headline and react. You just have to mindful of the intent of that flashy headline and any potential biases from the source and not read too much into it, otherwise it can facilitate a wild pack-type mentality.

Good thing we've got folks like 72bluNblu around here to do the research.
