A body Gas tank?

I think we're talking apples to rutabagas here.
A hydra mat works to keep the liquid level around the pick up when a horizontal pick up is used.........in tank pumps like this a lot.
A sump is preferred with an external electric pump unless it uses a diaphragm.
Rotary vane pumps like to push fuel.
A typical drag racing arrangement has a sump , even with fuel cells , and then a filter and pump located as close to the tank is available.
Even when a small electric is used to supply fuel to a mechanical pump , the electric does the most good when it is pushing the liquid , rather than relying on suction to draw it.
Hydra mats work to keep fuel surrounding a pick up pretty well based on what I have read , but I think would not have the same effect as a sump for supplying a pick up like the surge that good old fashioned acceleration provides with a sump.
