1969 A Body (Barracuda) license bracket

Hello
I'm at a stand still here, can someone please advise me how this damn bracket goes on correctly ?
I've been told that this front lip on the outside of my bumper should be under the bumper, which I agree with but if I do that it seems like these 2 chrome tips will snap off, what am I doing wrong.
Is it possible this bumper was put on wrong ?
