Look at the same 2 bolt ears on your rear bumper where tag lamp attaches. Both bumpers are the same part. I have no clue how those ears on your front bumper got bent downward like that.

So you mean those 2 pieces that are sticking "downwards " should be pointing forward ? Towards the bumper ? Not towards the ground as they are now
If they are removed, what will happen, cause it feels if we bend then to much the chrome on the bumper will pop off
