So you mean those 2 pieces that are sticking "downwards " should be pointing forward ? Towards the bumper ? Not towards the ground as they are now
If they are removed, what will happen, cause it feels if we bend then to much the chrome on the bumper will pop off

Not bent forward, bent back towards the radiator. The tabs should be horizontal, not vertical.
Once the chrome tabs are bent towards radiator, you may have to massage the bends on the license plate bracket to get all lined up.

Assuming someone probably bent them down to attach a plate directly to those two tabs instead of getting the correct mounting plate.
