Hanging the hood decreases the chance of dust settling in your paint as it dries. It does cause a problem when painting metallics but we aren't concerned about that here.
We painted my steel hood matte black using a cheap HF gun and Rustoleum satin black cut with thinner. The gun and paint were less than $50 if I recall correctly.
