Broken speedometer?

I did search and can't seem to find my answer so as stupid as this seems. ..

Doing my dash and after pulling speedo I find the twirly thingamajiggy on the back side is canted and loose. Well I understand it should be loose, as it looks like it's supposed to spin, but the little stem that it spins on looks like it should be connected. ...it should be connected right?
