Why do you need a bearing down there? You got a top bearing and another bearing in the steering box with a non moving coupler on the other end. 3 bearings on a 36 inch shaft is overkill. What you got down there is a dust seal.

In my case I think I cut the tube down for clearance reasons.
And then decided from there just to find a bearing to fit and it worked out fine
