Yes it could very well be a "clean house" car. It could have been ordered with disc brakes and they were out when it came down the line. Heck the car before yours or the one after could have got your brakes.
Yeah, it didn't look like they were ever switched but that can't be said for sure. The fact that the 10 inch weren't on the rear leads me to believe what you suggested.
