Rubber Bands on my front brakes?

While doing front end work I noticed an odd thing: rubber bands hanging off the caliber! They are actually caught under the bolt on brackets so its not road garbage. Had the car a few years and haven’t had any brake work done since buying the car (74 Valiant).
Why would someone intentially place the there?

freakin' mopar, another one of one car. where's Galen when you need him... my 74' came with the same disk brake spider option too, not that rare
 
They look like caliper piston seals. Square like that. I have no Idea why they are there.
 
They kept the caliper from rattling when going over bumps, just another thing to make sure the car was quiet.
 
Yea they are supposed to be there. I just ordered my kit and came with new rubber bands.
