I think it all started with the thought that somebody could get the information and apply for a missing title then claim the car was theirs, use to be just VINs but it soon moved to plates.

When I started driving in the early 2000s you could take a plate number or a vin number to the DMV and get a print out of the same registration the owner has.

Now a days, they don't put the address of the owner on the registration portion that is intended to stay with the vehicle.
If you go in now to run a plate number or vin number you have to prove it is your own, if not you get nothing. If a vehicle is on your property and you are trying to see who the owner is, they won't give you a record but send a state patrol trooper to run it for you and he only will contact the owner.

That is the state of Colorado anyways. So there is no reason to cover it
