Dad is clearly a car guy as evident in the satellite imagery, and I assume it's where this fine citizen got the idea to fleece people for parts online..

You know, a LOT of this stuff would be stopped if buyers would simply stop trying to save a few pennies on Paypal fees and just pay for it via goods and services. Then, when this happens, and Paypal gets enough complaints, they can and will lock the seller's account(s) and maybe even press charges.
