I have a Craftsman mower with a 24 hp engine. Runs great but when the engine is cold I have to use a little starter fluid to get it started. If. I restart it while engine is hot or warm it starts right up. So whats goin on? Bad fuel pump or possibly something else? Thanks,Jim

Yeah, carb rebuild and make sure your air filter is swapped out while you're at it.

Might as well switch out the spark plug too.

Choke or lack of. Auto choke? Haven't seen one on a small engine.

Pull the air cleaner off, use the choke/throttle lever push into the choke/start position and take a look see into the throat of the carb, the choke plate should be fully closed. Sometimes the cable slips under the clamps and the choke does not fully engage......

What's the compression like?
I had a Tecumseh engine that did the same thing as yours did, ultimately it was worn out.
(Rings and cylinder bore)

Fix the carburetor and stop runnin ethanol gas in it.

That ethanol gas clogs up the carb. Clean it out and I bet you will be good

I run 87E10 in everything cuz it's all we got. It runs fine all summer but I put stabilizer in it for the winter.
This sounds 100% like a choke issue.
I suppose Manitoba being cooler, has something to do with our engines tollerance for gasohols

First thing to check is to see if the choke is closed completely, as mentioned. Also, as Dartnut alluded to, if compression is low, the engine won't have the "suction" to pull gas out of the bowl into the venturi's. Those choke flaps had several holes in them. I worked on one with low compression and bandaided it by making a new choke flap w/o the holes. I told the customer the engine was shot (I did a leak down.), but it would work for a while.
Carbs don't need to be rebuilt unless gas has gone bad and clogged it up. Partial clogging leads to rpm "hunting". Bad gas carb problems can range from needing a simple flush, to a rebuild, to replacement.
