Put the collar on the column and index it counter clockwise, I believe. Put the square head nuts through the backside of the hub and the nuts just started on the front of the hub. Just a few threads. Install the hub on the collar with the opening for the turn signal wires on the bottom, lined up with the wire cover on the steering column. The hub and collar should fit together nicely and have a even distance between them, all the way around. Now while holding them together go back and forth tightening the 2 nuts evenly. Those 2 bolts/nuts pinch the collar and hub together. Here mine I just did on my '68.
