68 Barracuda steering column reassembly

Like was mentioned you have to leave them very loose , and yes the Heads of the square bolts don't turn but if you leave the loose enough as you slide the collar down they will move away enough to engage in the slots. Once they are tightened they move up in the capture space along with the tube and when tight the two are secured together. Have you down loaded the FREE service manual?
I haven't downloaded the free manual yet where am I able to do that? Secondly I believe my shifter tube might be bent because what I am able to tighten up the top in those little square bolts barely grab that shift jacket then the inner tube doesn't want to slide in there and is bent at the bottom and I am not able to get the plastic lower beer bearing where it's supposed to be so I'm going to take the inner tube and put it in a lathe to see if it's straight
 
So I just put mine together and the bottom collar rotates between the slots it fits in. 2nd pic. Everything else is tight and looks good. What holds the bottom collar tight? On a column shift car it’s the key and shift tube lock screw. I do believe the square head bolts grab the square slots on the column jacket. 4th pic. khuebner250 yours came out amazing need your help lol.

I wasn’t able to use this bearing because the inner tube road on the hub and was scraping when turning the shaft.
what is that plastic washer?
